CDO Office/Vikas Bhawan

Uttar Pradesh is a state, which has kept the revenue, law and order functions with the DM and separated the development functions in the district. An additional office of the Chief Development Officer (CDO) is created, to take care of the various developmental schemes of state and centre. The office of CDO, situated in the VikasBhavan, holds a lot of respect and responsibility in the district. However, CDO works under the overall supervision and control of the DM.


VikasBhavan in Bareilly district is located at Rampur Garden. It consists of various departments like Economic and Statistical Department, Agriculture department, Social welfare department, etc.

The office of CDO, situated in the VikasBhavan, holds a lot of respect and responsibility in the district.


CDO is responsible for the rural areas of the district and is the key point of the coordination of government functionaries in the devolution of powers to the local governance given through the constitution of India. The elected heads of Zila-Panchayat, Kshetra-Panchayat and Gram Panchayat include Zila Adhyaksh and Sadasya, Pramukh and KshetraSadasya, and Pradhan and Gram Sabha-sadsya respectively. The CDO controls the parallel government functionaries at these three levels to assist in given delivery and permanence to the working of the government.At the district level, the CDO has the DDO (District Development Officer); PD (Project Director), Deputy Commissioner (NRLM), Deputy Commissioner (MGNREGA) to assist her/him.


District Development Officer (DDO)

The DDO takes care of the establishment along with AmbedkarVishesh Rozgar Yojana and Biogas Yojana. Role of DDO becomes more important due to the sanctity held by the regular inspections made by her/him.


Project Director (PD-DRDA)

PD(Project Director) looks after the Indira Awaas Yojana, now called Prime Minister’s Awaas Yojana, MP and MLA funds, various other centrally sponsored Scheme and other State schemes.Deputy Commissioner (NRLM) and Deputy Commissioner (MGNREGA) look after these two schemes respectively.


Block Development Officer (BDO)

The district is further divided into 15 blocks. At the block levels the government functionaries to assist the CDO and her/ his team are the BDOs – Block Development Officers. They are the focal points of development in Uttar Pradesh. The BDO coordinates and delivers the aims of the government at the ground level to convert it into reality. The BDO at block level has further to assist her/him at block a team of ADOs – ADO Panchayat, ADO Agriculture, ADO SamajKalyan, ADO ISB (Industry, Services and Business) etc.


Gram VikasAdhikari (GVA)

At the village level, the government functionary is the Gram VikasAdhikari and the Gram Panchayat Secretary now clubbed to a single post to enable holistic development in every village. They are a key source of the local delivery and play an important role during elections. Other village level workers include the RozgarSevaks on contract, SafaiKaramcharis, ASHA, ANM etc.
